I thought that it was normal for new cars not to come with floor mats?

I think most cars, even Mercedes, do not normally come with floor mats. Its a great way for the dealerships to take your money!

Most cars (at least in Canada) don't come with floor mats. A lot of times the dealership will throw them in to try and justify some ridiculous admin fee. A lot of dealers recently will buy aftermarket cheap mats and throw them in (either branded to the dealership or Honda). I purchased the Honda all weather mats for a good price as part of the deal.

Our 09 Fit came with the protector package which has the all weather mats and a rear cargo tray.If you can get a decent price on the all weather mats I recommend them, especially with winter quickly approaching and the salt/slush that would wind up on cloth mats.

My 09 I recently purchased didn't have them but my totaled 09 did so I took them out of the 08 and put in my 09. They don't fit perfectly but are doing the job for now. These days the dealers usually make you pay close to $100 to add to your car at the time you buy it.

WalMart has a set that are rather deep for around $13. I trimmed the front off the driver side a bit.

I would negotiate them with the cost of your car....I bought my fit when it first came out so I didn't have too much room to bargain, but I was able to get the floor mats for $100 CAD. I'm of the opinion that you could even get them to throw them in or have them reduced in price a lot more than what I got.
