I dont know how long hes had his fit but the recommend replacemnet interval for brake fluid is 3 years. Brake fluid absorbs water over time which lowers the boiling point. If they did infact replace thw fluid, it is to an extent a necessary service but you can do it yourself for less than $25.

No I believe the combo is Muffler bearing repack, blinker fluid flush and fill and brake cleaning

If you are under warranty still, Ask if the issue is a problem. If it is a problem, tell them that you'd gladly let them take care of it under warranty. If they tell you it is a maintenance Item, ask them to show you where in the Maintenance section of your owner's manual it says this because if there's a problem, and it isn't listed in the maintenece section of your manual, it should be a warranty repair issue.
