Honda sells rodent deterrent tape. It's made for wrapping around wires under the hood.

In your case though, you might want to cover the entire bumper.

 

anyone know how big this lip really is and how much?
the picture looks like it could cover most of the hole but i dont know

YES SMARTY PANTS (just kidding)...they come in plastic bags usually, in a box.

BUT, you don't need 100 moth balls in one place and you can't smell them well thru a plastic bag.

Buying a box of moth balls and putting a few in many bags to place around different areas of the car makes more sense.
