Dog ate my seat belt

My dog chewed the rear center shoulder belt. How do I remove the plastic cover over the belt housing so I can get at the bolts holding it to the roof? Do I have to remove the headliner? Help

The service manual says that yes you must remove the headliner to get at the center belt.
