My ceiling-mounted seat belt is always dangling. I insert it in the opening, drive around and it falls out. There it is again in my rearview mirror! How do you keep this tucked away?
The middle rear seat belt end should click into the opening securely. If not, then it is a defect and should be under warranty by Honda.
The dangling seat belt end will be a safety distraction. Your eye is drawn to objects tat move. This is especially true for peripheral vision. This primal attribute might be attributed to not wanting to be eaten by a saber toothed tiger. When you are instinctively distracted by your dangling and moving safety belt, clearly visible in your rear view, you will be distracted from driving in the forward direction.

Mine's always been tucked, have never used it, and don't believe previous owner did either - it feels as though it's in there pretty tight. Doesn't feel like it clicks in, feels more like friction fit, dunno. But, yeah, it dangling would make me crazy. I will never have 3 people in the back of mine (I already pulled the center belt clickpoint down through the hole and it's under the seat)....should this occur in the future, I'd jam it in there with a small thin piece or rubber or something. Silly design, surely Honda could've come up with something a little better without really adding to the cost of the car, but....it is what it is
