Will 14x7, +40/+31 fit?

There's a set of panasports for sale locally, 14x7 with staggered offset: +40 and +31. They should clear the brakes although I'm not sure about the offset. Anyone have any input?

Run a 185/60/14 and you'd be fine.

At least, I'm about 96% sure you would be.

They have 195/60 Z1s mounted on them, probably the only reason why I'm considering them.

You shouldn't have any issues. Check out my build thread link in my sig, I ran 14x6 with like a 10-20ish et and 185/60-14s with zero issues. I have also ran quite a few more aggressive setups with no problems either, so I'm sure you'll be fine.

The 31's will sit right at if not a little outside the fender which is a tough look to pull off. Trust me, I did it for a year and it bugged me every time I looked at them.

had 14's with +35 offset. (Bottlecaps)

best to put the +31 offset up front...otherwise you WILL rub on the rear fenders with every bump you go over.
