Rota's & Philippines
not sure if it's worth it?
Rotas in Manila are EXTREMELY cheap. I would routinely go there for work for months at a time. There are a couple of areas where you can find them (Evangelista and some other street that starts with a B I think, it's been a few years). Ask the locals, they will know.
You'll see Rota wheels, even ones you don't see in the states on display. The 15-16" ones are VERY cheap at about $30 USD each. They don't stock many 17s because well...most cars don't go that large due to the crappy roads there. The unfortunate thing is you might have some trouble getting the exact size/offset you want since they only stock a few things. Sure, you might be able to have them "order" a set for you, but I'm not sure how that works there, and I wasn't keen on giving anyone money there when I wasn't getting my stuff immediately.
