Gosh, it'd like be a bit pricey anywhere but Summit should have some. Just make sure you measure what you need carefully. ID 4" gets pretty dicey.

Damn it, where was this piece when I needed it? Had to cut a hole in a piece I ordered.

He should be cool as far as water ingestion goes since he'd just be connecting the hose part to his filter. The surrounding filter medium will always be pulling in air from the surrounding air filter area. If water starts to get pulled up through the foglight, it's likely the intake wouldn't have enough pull because of the filter allowing air to come in through the engine.
Just picture his setup generally being another version of AEM's Air Bypass Valve. His setup is virtually the same thing.
