it means vehicle's rim (or the wheel without the tire) must be the lowest point of the car. think of it like this, if the tires blow out and are completely removed from the wheels, the car will still be able to ride/roll on the rims. if the rims were not the lowest point of the car, then without tires, the vehicle would just be sitting/sliding on its underside if the tires blew out. hope that helps.

yup you heard right, it depends on whether or not the header is carb-certified. i'm not too familiar with these laws outside of california actually.

Yes but yellow foglights are not. As long as your headlights are white you are fine.

how do you know which headers are carb certified? i havent ever seen any that said they were...

Excellent point. It also means, by inference, 50-state legal, because Cali emissions laws are the nation's toughest.
