shoe polish?
Really? I've always used it to make my tires into whitewalls at the track.
Chikubi is right. It's meant to be put on the edge where the tread meets the sidewall to make sure you're using all the tread but not rolling over onto the sidewall. Polish mark not all the way to the side? Less air. Polish mark gone all the way onto the sidewall? Need more air. Simple.

I have only used the white shoe polish on my side windows to mark my number at the drag strip, didn't know about this
I'll find out just how to use it at my first autox this sunday!
