Weird cold weather whining noise coming from pulleys

Question Weird cold weather whining noise coming from pulleys

This noise is most noticable at start up and then continues on for another 20 minutes or so. I wonder if it's the belt tensioner pull bearing? Do those go bad very often. Hopefully it's not the alternator or AC compressor or even the water pump.

The car is a 2007 and only has 69,000 miles on it. Does anyone have experience or a suggestion for this?

After 19yrs…….I’d simply replace the belt and pulleys. An easy job if you’re handy.
