hmm... you could have a bad seal that water somehow leaked into when you were wet sanding. bake them open, remove the moisture, then reseal -- this is a good opportunity to black out your headlight housings if you're down with that look.

Are you certain the haze wasn't always on the inside, but that you didn't see it until you cleaned/polished the outside? If you are still located in Jakarta, if your headlights aren't completely sealed, one of the air pollutants may have caused the inside hazing.
