As the 1.5 dsi is not sold in Australia they don't do a chip for it.

The stock Jazz is tuned for optimal performance. You really dont need to change the stock ignition maps or fuelmaps unless you've done modifications to the engine. Ones a complete exhaust system, and a good intake is installed - you can tune that to squeeze out a few extra horsepower.

If the Jazz engine has been detuned in order to accept inferior grade fuel wouldn't the chip upgrade be necessary to allow it to run optimally on the highest grade fuels or would the standard maps cover from 91RON to 98RON and beyond?
The stock maps optimize fuel economy. Wouldn't remapping sacrificing a bit of fuel economy result in increased performance?

This is true to a certain degree, but with the kind of compression the stock Jazz/Fit is running, the need for high octane isn't really present. Every car is diffrent, and every Jazz is diffrent - and require independent tuning. For a CDi or TDi application a chip can work wonders - but for the Jazz/Fit, and most other Hondas - only a dynotune will yield good results.

A dynotune is a way of tuning your car by using a treadmill.
The dynamometer is used to simulate road conditions. It is particularly useful for diagnosing engine management problems on newer vehicles. Using the dynamometer enables the technician to pinpoint problems, for example inadequate fuel flow, poorly flowing injectors and ignition problems. The dynamometer is the only accurate means for setting up carburettor mixtures. Power readings can also be obtained to compare before and after tuning performance and gauge improvements from performance modifications.

I'm not sure if you want to install a different engine management chip on the L13A and L15A i-DSI engines, though. The design of the i-DSI engines aren't exactly the type that can benefit from a different engine management chip, since they're not designed as performance engines.
But changing the engine management chip on the L15A VTEC engine might be another matter, though.

State side I've ridden in a few Turbo desiel trucks that have gotten the Power Chip treatment. MPG's do go down but for the most part a completely stock truck becomes a fire breathing monster with nothing other than electronics!
