Anyone know of a fuse that only has power when ignition/car is OFF

Anyone know of a fuse that only has power when ignition/car is OFF
I'm thinking about having some led lighting come on ONLY when the car is off. Just wondering if anyone knows a fuse location off the top of their head? Or an alternative method of achieving my goal...short of a switch.

I would get a 12 volt DC relay and wire it to turn on with the ignition circuit. Hook your LEDs up using the Normally closed contacts. When the car is running the relay turns on and cuts power to your LEDs. When car is off so is the relay and now LEDs light up. I would add a switch to turn off LEDs manually so the battery would not run down of you leave the car for long periods.
