From what I recall, I was able to get to them from underneath. Honda says to remove lots of parts, but someone here said you could reach the bulbs from underneath. Worth a try.

Yeah there is a little cutout beneath the fog light that you can change the fog light bulb. It's tight, but doable.

The LED bulbs in my 2013 Fit EV don't create enough heat to melt ice or snow off of them.. and they will ice over while you drive.. One downside to the LED's.. Of course due to the hit I take on range when the temps outside go below 40,, I don't drive it much in that cold weather.
