steering wheel locks?

steering wheel locks?
Hey everyone. I got a honda fit/jazz a couple months ago. Only recently while driving my steering wheel will lock up mid turn. Sometimes i had to restart my engine or wait until it unlocks. Sometimes while turning right or left. Im not sure why does anyone have any ideas? Its only 110 000 KM.
On another question. What does the hours mean on the dash? it used to display how many kilometers it had left on a amount of petrol but now it displays 99 hours and 59 minutes. It been like that for a month.
Anyone have any ideas? I visited one mechanic today to get an idea and they suggested its got something to do with a steering rack
