It's a Cylon's eye
It's the anti-theft system, Dude. It does have an alarm of sorts, and it has the feature that shuts down the fuel system if your coded key isn't in the car. The idea being that a person can't drive your car home, even if they defeat the alarm and steering column lock. When everything's closed and locked up, the red light blinks slowly. When you lock it, press the "lock" button on your key a couple of times, and when you hear the short "beep" of your horn, you'll know it's set.
There is a little book in your glove box, detailing these types of things. Put it beside your porcelain chair at home; it makes for good reading.

the light inside the speedo is for the alarm
there is no shock sensor- only a passive alarm meaning that when armed if one of the door pins is released, the hood or the trunk (no gas cap) get opened the alarm will sound..
press the lock once on the remote, and a few secs it will be armed, pressing it twice for it to beep does nothing extra it just beeps so you know you locked it, it is not necessary to arm the alarm
there is also an immobilizer system on the car - thats the green key light on the tach that looks like a key (it DOES NOT blink to remind you to take your key its telling you that the key is the correct one [im pretty sure
]) - it operates separately from the alarm in that fact that its job is once you are in the car if the key is not the same you cant turn in on (it wont recognize the key's chip
