In my case, I used a special licence frame with a handle where you can tie down a hook. Can't seem to find it online, and don't remember what brand it was...
For GK it there is an optional accessory tailgate strap as shown in the picture. So if you remove the standard plastic scoop handle you can find a solid metal mounting point for that strap. You can easily DIY a hatch tie-down point from a flat steel bar and bolt it there. Or you can buy and install that original Honda tailgate strap 08L46-T5A-610 and use it for tie-down.
Wow, an old thread with new life. For a hatch tie-down, I just replaced the upper two license plate screws with eye bolts. They're M6 metric which can be found by searching "m6 eye bolt stainless" on Amazon.
