Question 07 Fit Sport rough idle, codes P0499, P2649, P300,P0301,P0303,P0141

So today I hadn't started the Fit for 2 weeks. Initially it didn't start but it did on the 3rd crank. It idles rough as if misfires are occurring.

Scantool shows the following codes:
  • P0499 $18DAF110 - Evaporative emission system vent valve control circuit high
  • P2649 $18DAF110 - A rocker arm actuator control circuit high bank 1
  • P0300$18DAF110 - random/multiple cylinder misfire detected
  • P0301 $18DAF110 - Cylinder 1 misfire detected
  • P0303 $18DAF110 - Cylinder 3 misfire detected
  • P0141 $18DAF110 - O2 sensor heater circuit bank 1 sensor 2
It seems to have slightly improved after idling for 10 mins.

But here's the real interesting part... if I have something plugged into the OBDII port, I hear constant clicking maybe twice per second, so very fast, on the relay panel under the steering wheel. Also, I seem to get shocks occasionally when touching the body of the car. In the past, the speedometer had been jumping so I plugged in an OBDII HUD which made the speedometer work okay and gave me a HUD speedometer. Is there a chance this could all be a dying relay?

Before I go throwing parts at it (e.g. new rocker arm oil control valve), do you think it could be a relay?

The Fit has been running fine for some time and it seems all the misfires and some other codes could just be related to a single minor cause.

Any ideas would be greatly appreciated.
