How to remove the tow hook cover?

I'll be hauling a canoe this summer and I'd like to use the front tow hook as an additional anchor point (not a principal point, the canoe will be mainly held to the Thule rack). I tried remove the tow hook cover but gave up after about 10 minutes of pushing and pulling. I don't want to break the cover or scratch my paint with a sharp object. I even tried looking in the service manual but there is no explanation!

What's the secret? Do you have to twist it or what?

slide something flat and strong into the slight cutout on the bottom of the cover and carefully pry outwards

Your tire jack toolkit has a pry bar/crank handle with a spoon tip. It's a multipurpose tool used to pry off the wheel covers on a Fit Base, and a tool to pry open the cover where the hook installs on the front bumper, and tighten down the tow loop. The tool is also used to access the taillight assembly as well.
