Don't know about the newest bumpers specifically, but my older Hondas are easy.
Be careful removing the clips for the plastic (you might break a couple) and have a blanket on the floor for the bumper to fall on without being scratched. There might be two screws on the forward area of each wheel well.

You dont have to remove the bumper, there are small reach in compartments behind the foglights you can get your hand to change out the bulb. if you want to replace the reflector and garnish around it then yes you will need to remove the bumper. There are a ton of clips underneath and requires special plastic clip release tools to remove the sides.
