Defrosting Small Vent Windows

Recently my car was coated in ice. I used the defroster and an ice scraper to clear off the windshield and 2 front side windows. The right side smaller window seemed to clear on it's own. The leftt side remained frozen over. I felt those little vents on the sides and felt no air coming from them with the defroster on high. Is any air supposed to come from these vents? This seems like bad design, or else my system isn't functioning correctly.
TIA for any feedback.

I've wondered about that in the past....I took a small piece of thin plastic bag (the bag newspapers are delivered in when it rains) and placed over the vents - and it does seem airflow is very, very minimal from those particular vents. It is what it is, I suppose, although it's not much of a problem here in the Knoxville area, as winters are pretty mild, in the scheme of things. I know you guys have some rough winters up north (used to live outside of Detroit, many years back).
