08 Fit - key won't turn in ignition

My friend has a 2008 Fit that won't start. Apparently the ignition switch - or an interlock somewhere - is the issue, because it's impossible to turn the key even when applying the brake. As a result (I think) it's impossible to shift the car out of park, so we can't push it to a more convenient spot.

Is there a way to overcome the ignition lock so the key will turn? Or a way to overcome the transmission interlock so the car can be shifted into neutral?

Edit: my friend reports that he can now turn the key in the ignition, but still can't get the transmission out of park.

There should be a slot near the transmission lever that you can insert something to bypass the interlock.

Something like this (but this is for a '15):
