Blowing Fuse when checking Data Link Connector

Hi there experts, first post here so sorry if this has been done elsewhere. Searched all the forums and cant find any info. Initially had the "Start clutch shudder" and fixed that with CVT replacement. In the process started poking around and found the CD manual which detailed a process to reset the start clutch via DLC. Apparently there should be battery voltage on Pin 16. I only get 4.5V. When I tried the official above manual process to reset the starter clutch by shorting pin 4 and 9, i keep blowing the 15A fuse under the bonnet, (interior lights, audio etc). Anyone else had any experience with this kind of thing? Tried the DLC trouble shooting section but get stuck at the first step with no battery voltage on pin 16. Thought about buying an OBD2 scanner to see if this would shed any light but the car is working OK now, just a bit of clutch shudder and idling a bit fast. Eventually calibrated using the alternative driving method. But would like to know what the hell is going on!

Any thoughts most welcome.
