Apple car play

If invoke Apple maps so that I can see what roads I'm driving on BUT I'm not navigating to a spacific location, I just have the map up. Am I using data?

Probably as it'll still be checking in with the GPS signal.

You can test by putting phone in airplane mode. If it loses gps signal, then yes you're using data.

I think that Google Maps lets you download maps for offline use, though I don't think it'll track your location by doing that.

Yes you are using data.

Yes you can download a route from WiFi and then use it to navigate but you won’t have turn by turn, 3D maps or your location. You can turn off data use for maps so it doesn’t try to use it. I would just get turn by turn instructions (they are available once a route is established) and then copy that over to a note so you don’t have to change settings. It will be like back in the mapquest days!!

To turn off cellular go to:

Settings > cellular > scroll down to maps and click it off.
