almost every motorcycle that i come across, the street bike kinds (not harleys), one of their bulbs is not on, i kno its a law to have the lights on, but i see it so much that only one of thier housing is lit, is the other housing for high beams or are they just too lazy to change it?

 

the other is the high beam.

 

one is constantly on and the other is a high beam. i just got a 2004 cbr600rr and i have already had people flash me and tell me one of my lights is out.....
