I would've just 3m taped the camera to the underside of the "dash shield" (that top part that usually blocks the sun from hitting the instrument panel)

I've seen some roll bar designs and poorly judged placement of loose objects in cars that are potentially, fatally, dangerous.

However, I've never come across something mounted near someone's throat. There's definitely a darwin award of the highest standard being drafted right now.
