Looks to me like an overload in the low beam circuit, but the question is why? There has to be a reason for the spike/sag in power. First thing I would check is the headlight bulbs themselves, make sure they aren't some kind of E-bay "Uber blue HID Yo!!!" bulb. Next examine the fog light wiring and make sure there wasn't an indepenent fog-light mod done and later un-done on your car. I think I remember reading that if not done correctly that mod will fry your headlight harness. Track down what has caused the problem rather than masking the symptom with low wattage bulbs, the Fit shouldn't eat its wiring like that if everything is as it should be.

This is all factory (including dealer oil changes).

After some research this is a KNOWN ISSUE, which honda has yet to recall. This is dangerous considering the lights shutting off @ night on the highway.

There's a recall for the early 2002 civics for the exact issue.
2002 Honda CIVIC Recall ID from NHTSA: 04V086000
Auto Recall Date: 02/24/2004
Vehicle Component: EXTERIOR LIGHTING:HEADLIGHTS
Estimated Vehicles Affected: 440000
2002 HONDA CIVIC Defect Summary:
ON CERTAIN PASSENGER VEHICLES, THE LOW-BEAM TERMINAL ON THE HEAD LIGHT WIRE HARNESS CAN OVERHEAT AND COULD CAUSE THE LOW BEAMS TO FAIL WITHOUT WARNING.
Defect Consequence:
AN UNEXPECTED LOSS OF LOW BEAMS COULD RESULT IN A CRASH.
Remedy:
DEALERS WILL INSPECT THE HEAD LIGHT SWITCH AND COUPLER FOR SIGNS OF HEAT DAMAGE. IF HEAT DAMAGE IS PRESENT, THE DEALER WILL REPLACE THE SWITCH AND COUPLER. IF NO HEAT DAMAGE IS PRESENT, THE DEALER WILL REPLACE THE HEAD LIGHT SWITCH AND ONE MATING PIN IN THE COUPLER. OWNER NOTIFICATION BEGAN ON APRIL 5, 2004. OWNERS SHOULD CONTACT HONDA AT 1-800-999-1009.
Notes: HONDA (AMERICAN HONDA MOTOR CO.), P23

My research.

Very interesting. I would take t to the dealer and show them what you have, no sense dealing with an issue that may well be fixed for you at no charge. Good catch BTW...
