I received the letter back in March 2010 and now I am thinking of having the power windows switch fixed. My letter has been more than a year old. Will Honda still honor the letter?

They'll certainly honor it and you might as well get the low beam headlight switch/wiring recall taken care of at the same time. When the dealership enters your VIN into their computer all relevant recalls should appear.
