A 6-inch wide or so tint strip across the top of the windshield might solve the problem.
The darker the better!

As for the radio controls on the wheel - Thats the same wheel/controls that is in the current gen Civic, so finding the part for the buttons probably wouldnt be tough. On the 8th Gen Civic forum, there is a DIY about how to retro the controls in. I'm sure the wiring harness is different, but its a good place to start.
