Yeah! Honda tends to optimise their engines pretty well from the factory... Personately i would do (Intake -> Header -> Axleback -> Lower Plenum Polish -> Pulley -> Tune) in that Order and add maybe a Test pipe for race use...

-Intake manifold P&P...
-55mm Throttle body...
-Iceman CAI...
-Hytech or Blackdog Header...
-Mopar PCM...

Ok i know i'm speaking about a factory ''Chocked to hell'' D4RE Chrysler engine but it's just to give a point... on that very same L15A engine those mods could net maybe 15Whp? Partly because the Fit engine has 500cc less displacement but also because the engine is more optimised from factory... not to mention the Neon's DOHC head flow pretty well in stock form wich is not the case of the little Honda Engine unfortunately!!
